Hex Empire's Father

Sometime between 1984 and 1988 I played what would become Hex Empire's father. You might know Hex Empire as the free online war strategy game where you have a city, build army units and advance two hexes at a time toward other cities and three AI opponents.

I don't remember the name of that game, but I do remember it was pre-VGA graphics, so it only had the basic 8 colors to use. It generated random maps and the cities were named after prominent U.S. cities during WWII, like Macon and Scranton - cities that had military bases. Army units were infantry, tanks, planes and some water transport. It played like the original Empire PC game, but it used hex, not squares, for the map.
